Why has the weighting for funding of Basic Skills been reduced from £1.5 to £1.4 million?

The scale of weighting factors have been reduced overall, so that in relative terms £1.4 on the new scale is much nearer the top than £1.5 was on the old scale. It is the new value of the national base rate that will actually dictate any increase in the amount of funding received.
